Unwind pgs 3-50

The book unwind so far is a very interesting book and I can't wait to read on. I'm just confused on why they would unwind kids like Connor, Lev, and Risa? What is the idea behind unwinding these children? I also don't understand why parents would want to have kids and then just know they are going to get rid of them after 18? Why would Connor's parents for example plan a trip to the Bahamas the day after they are sending their son away to be unwound. Another thing is why didn't Neal start the book off with some knowledge on the war to talk about what was happening and how it  connects with the children being unwound.
